# UK Awards BAE Systems £708m for Tempest Work Under GCAP

Britain has awarded BAE Systems a £708 million contract extension for future combat-air technology, securing the national work underpinning Tempest after months of British budget delays had weakened confidence in the wider Global Combat Air Programme.

The award completes a rapid stabilisation of Britain’s position in GCAP. Earlier this year, the UK had become the source of growing concern inside the partnership with Italy and Japan. Publication of the Defence Investment Plan was repeatedly delayed, holding up British funding and leaving industry operating on short-term arrangements.

In April, BAE Systems warned that companies could be forced to redeploy engineers if longer-term funding was not secured before temporary arrangements expired at the end of June. More than 4,000 people were then working across British industry on the programme and its UK demonstrator aircraft. 

Japanese officials had also raised concerns that the delays could threaten GCAP’s planned 2035 entry into service. That date is particularly important for Tokyo because the new aircraft is intended to replace Japan’s F-2 fighters. 

The main funding question was settled on 30 June, when the Defence Investment Plan committed £8.6 billion to GCAP over four years. Three days later, Britain, Italy and Japan awarded Edgewing, the tri-national industrial joint venture, a £4.6 billion contract covering work through the end of 2027\. Reuters reported that the international contract followed nine months of delays caused by pressure on Britain’s military budget. 

The latest £708 million award supports Britain’s national contribution. The earlier £4.6 billion contract funds the shared GCAP aircraft through Edgewing, while the new BAE Systems extension develops British technology and infrastructure for GCAP and the UK’s broader Future Combat Air System.

This distinction matters. Edgewing is responsible for designing and developing the common sixth-generation aircraft. The national FCAS programme covers the wider British system built around it, including uncrewed aircraft, weapons and advanced networks.

The contract is intended to preserve British freedom of action by retaining the skills, infrastructure and technology needed to integrate national capabilities. In practice, that should give the UK greater control over how the future aircraft connects with British weapons, digital networks and uncrewed platforms.

The Ministry of Defence announced the contract on 22 July during the Farnborough International Airshow. It extends an existing programme with BAE Systems, which acts as the UK’s lead system integrator on GCAP.

Under the contract, BAE Systems will deliver and integrate British technology across software, digital networks and digital engineering. The work also covers the physical infrastructure needed to support future combat-air systems, carried out alongside the other Team Tempest partners and the wider supply chain.

BAE Systems will also conduct operational analysis and concept development for the broader FCAS programme. That work extends beyond the core sixth-generation aircraft, known in the UK as Tempest, and includes the integration of uncrewed air systems, advanced networks and future weapons.

“This investment in advanced combat air technology for the UK Armed Forces will strengthen our defence and deterrence and shows our clear commitment to backing British workers with our defence investment, creating jobs and supporting communities across the UK,” Defence Secretary Wes Streeting said.

The contract follows more than £5 billion of British government investment across FCAS since 2018\. According to the MoD, the previous phase expanded the programme’s digital-engineering capabilities, developed critical physical infrastructure and matured technologies needed for future combat-air systems. 

Work under the extension will be led by BAE Systems alongside Leonardo UK, MBDA UK and Rolls-Royce. Approximately 90 per cent of the jobs associated with the programme are based outside London and the south-east, while around 600 companies and academic institutions form its British supply chain.

Some 4,500 people currently work directly on Team Tempest across its industrial partners and the MoD. The partners have also recruited 3,000 apprentices and graduates since 2022 across a range of combat-air programmes. The Tempest Early Careers Network has 750 members. 

Simon Barnes, BAE Systems’ group managing director for air, said the investment would allow Team Tempest to continue developing digital engineering, advanced systems and next-generation combat-air technologies.

Much of that work takes place in virtual environments. The programme is investing in model-based systems engineering, open architectures and digital twins, which allow engineers to design and test systems before building physical versions. BAE Systems says these methods should reduce development time and cost compared with previous combat-air programmes.

The MoD has also presented FCAS as a source of dual-use technology, including artificial intelligence, augmented reality, additive manufacturing and robotics. These capabilities have potential applications beyond the aircraft and form part of the government’s attempt to use defence spending to support advanced British industry.

The timing strengthens the momentum behind GCAP. The programme has moved from British funding uncertainty to a four-year UK commitment, a £4.6 billion international development contract and Canada’s arrival as its first observer nation in less than a month.

The collapse of the fighter-aircraft partnership at the centre of the rival Franco-German-Spanish FCAS programme has also increased international attention on GCAP. Some of the European programme’s other elements, including its combat cloud, may continue separately. 

Important questions remain. The current contracts fund the next design and development phases rather than production. The partners have yet to settle the aircraft’s lifetime cost, eventual order numbers or the terms under which another country could join as a full partner.

Funding is now in place for the next stage. The harder test will be delivering a common aircraft by Japan’s firm 2035 deadline while accommodating the industrial and sovereign requirements of the three founding nations.
